    Climates of suspicion: 'chemtrail' conspiracy narratives and the international politics of geoengineering

    Concurrent with growing academic and policy interest in ‘geoengineering’ the global climate in response to climate change, a more marginal discourse postulating the existence of a climate control conspiracy is also proliferating on the Internet. Here, the term ‘chemtrails’ is used interchangeably with the term geoengineering to describe the belief that the persistent contrails left by aeroplanes provide evidence that a secret programme of large scale weather and climate modification is on-going. Despite recent calls for greater appreciation of the diverse ways in which people conceive of and relate to ideas of climate control, and widespread acknowledgement of the importance of democratic public engagement in governance of geoengineering, the chemtrail conspiracy narrative has received very little attention in academic work to date. This paper builds on work highlighting the instability of the distinction between ‘paranoid’ and ‘normal’ views, and examines the chemtrail conspiracy narrative as a discourse rather than a pathology (either psychological or sociological). The analysis finds that while some elements of the chemtrail narrative do not lend themselves to democratic processes of deliberation, and potential for engagement with more mainstream discourse appears to be low, nevertheless certain elements of the discourse (such as the moral outrage at the idea of powerful elites controlling the climate, or the importance of emotional and spiritual connections to weather and climate) highlight concerns of relevance to mainstream geoengineering debates. Furthermore, the pervasive suspicion that characterises the narrative and its reminder of the key role that trust plays in knowledge creation and the justification of beliefs, signals what is likely to be a perennial issue in the emerging international politics of geoengineering

    Understanding science in conservation: A Q method approach on the galαpagos islands

    The variety of perspectives that conservation practitioners and scientists from different disciplinary backgrounds have towards the role of science in conservation add to the already complex nature of most contemporary conservation challenges, and may result in conflict and misunderstanding. This study used Q method (a form of discourse analysis with roots in psychology) in order to uncover the range of perspectives on the science/conservation interface currently held by scientists and conservation managers working on the Galαpagos Islands. The aim was to facilitate mutual understanding and communication between proponents of the various viewpoints, as well as to expose the subjective values, assumptions, and interests on which these opinions are constructed, to critical scrutiny. Twenty-seven people from a range of disciplinary and professional backgrounds carried out a Q test consisting of a sample of 34 selected opinion statements. Four statistically different perspectives emerged from the analysis, emphasising different concerns and highlighting different understandings of science and conservation. The perspectives have been labelled as: 1) Science for management; 2) Freedom of science; 3) Limits of science; and 4. Separation of science and conservation. The similarities and differences between the perspectives are discussed in depth, and the implications for conservation practice are explored in light of the current literature

    The security implications of geoengineering:blame,imposed agreement and the security of critical infrastructure

    The prospect of solar geoengineering in response to climate change (on the basis of its supposedly significantly lower cost and/or more rapid impact on global temperature than carbon reduction strategies) raises a number of security concerns that have traditionally been understood within a standard Geo-political framing of security. This relates to unrealistic direct application in inter-State warfare or to a securitization of climate change. However, indirect security implications are potentially significant. Current capability, security threats and international law loopholes suggest the military, rather than scientists would undertake geoengineering, and solar radiation management (SRM) in particular. SRM activity would be covered by Critical National Infrastructure policies, and as such would require a significant level of secondary security infrastructure. Concerns about termination effects, the need to impose international policy agreement 4 (given the ability of 'rogue States' to disrupt SRM and existing difficulties in producing global agreement on climate policy), and a world of extreme weather events, where weather is engineered and hence blameworthy rather than natural, suggest these costs would be large. Evidence on how blame is attributed suggest blame for extreme weather events may be directed towards more technologically advanced nations, (such as the USA) even if they are not engaged in geoengineering. From a security perspective SRM is costly, ungovernable, and raises security concerns of a sufficient magnitude to make it a non-viable policy option

    Questioning calls to consensus in conservation: a Q study of conservation discourses on Galápagos

    Efforts to frame conservation interventions in terms of idealized outcomes that benefit both human well-being and biodiversity, and the rhetoric of consensus that often accompanies these, have been criticized. Acknowledgement of trade–offs between often incommensurable interests and perspectives, has been argued to be more democratic and transparent. This paper critically examines calls to consensus in conservation on the Galápagos Islands, where the population has been urged to unite around a shared vision of conservation in order to secure a sustainable future. Q methodology was used to examine the discourses of conservation on the islands, and to assess whether a shared vision of Galápagos is either achievable or desirable. Thirty-three participants carried out Q sorts about Galápagos conservation. Three discourses emerged from the analysis: conservation of Galápagos as an international/global concern; conservation linked with sustainable development; and social welfare and equitable development. The results highlight the subjective and political nature of the different discourses, and the paper concludes that calls to consensus or shared visions, while seductive in their promise of harmonious cooperation for conservation, can be read as attempts to depoliticize debates around conservation, and as such should be treated with caution

    Since its launch in June 2014, the ESRC Nexus Network has worked to support transdisciplinary research at the food-water-energy-environment nexus, and to create meaningful links between communities of researchers, policymakers, business leaders and practitioners. Through its activities, the Network has shown that social science is vital. The language of the nexus highlights the need for interconnected thinking between natural and social sciences, and between the research community and decision makers. This report summarises and reflects on those activities

    Opioid use and harms associated with a sustained-release tapentadol formulation: a postmarketing study protocol

    Introduction It has been argued that tapentadol may pharmacologically have lower abuse potential than other pharmaceutical opioids currently available. However, there has been no comprehensive triangulation of data regarding use and harms associated with this formulation. A sustained-release formulation (SRF) of tapentadol (Palexia) was released in Australia in 2011 and listed for public subsidy in 2013. We summarise here the methods of a postmarketing study which will measure postintroduction: (1) population level availability, (2) extramedical use and diversion, (3) attractiveness for extramedical use and (4) associated harms, of tapentadol compared against other pharmaceutical opioids. Methods and analysis We evaluated key sources on pharmaceutical use and harms in Australia. This review indicateddata from four sources that disaggregate pharmaceutical opioid formulations and capture tapentadol SRF could be triangulated. These data sources comprised: (1) national pharmaceutical opioid community sales data from 2011 to 2017, (2) national pharmaceutical opioid poisonings reported to Poison Information Centres (PICs) from 2011 to 2017, (3) number of vendors on online marketplaces listing pharmaceutical opioids for sale and (4) data on pharmaceutical opioid extramedical use, attractiveness and harms from interviews with people who regularly inject drugs in Australia. Ethics and dissemination Ethics approval is not required for use of pharmaceutical sales data. Ethics approval has been obtained for use of national pharmaceutical opioid poisonings reported to PICs (LNR/16/SCHN/44) and for use of online marketplace data and interview data from people who inject drugs (HC12086).
